Last news: On March 13, 2018, the cost of living in Moscow in 2017 for the 4th quarter of 2017 became known. We tell you how much its official value is for various groups of the population and how this will affect the social sphere.

New sizes

The official cost of living in Moscow in the 4th quarter of 2017 was approved by Decree of the Moscow Government of March 13, 2018 No. 176-PP.

Thus, the minimum cost of living in Moscow in 2017 for the 4th quarter for various groups of the population was:

  • the basic cost of living in Moscow per capita in 2017 (Q4) – 15,397 rubles;
  • the approved living wage for the working population of Moscow in 2017 (Q4) – 17,560 rubles;
  • official cost of living for a Moscow pensioner in 2017 (Q4) – 10,929 rubles;
  • the cost of living for a child in Moscow for 2017 (Q4) is 13,300 rubles.

What changed

Let us note that the cost of living per person in Moscow in 2017 increased by 305 rubles in the 4th quarter. This is compared with the last quarter of 2016.

But the most noticeable jump in the cost of living in Moscow in 2017 was in the 4th quarter for able-bodied residents. It became 341 rubles more than in 2016.

If we talk about other categories, then the cost of living in Moscow in 2017 for the 4th quarter also increased for them. Thus, a pensioner needs 214 rubles more, and children – 311 more than in 2016.

As such, a revision of the cost of living in Moscow occurs every quarter. Its traditional growth means that life is becoming more difficult (not cheaper), and the state has to spend more on the social sphere to support vulnerable segments of the population.

Why do we need a living wage?

It is extremely important to know what the cost of living is in Moscow for 2017 for the 4th quarter. After all, this is not just an abstract economic value, but a real assessment of the so-called consumer basket. The law includes the following items:

  • non-food products;
  • mandatory payments and fees to the budget.

As a result, the official cost of living in Moscow in 2017 signals what benefits will be received by categories of residents in need. Namely, it is taken into account when calculating:

  • additional benefits for the birth of children;
  • monthly benefits for children;
  • one-time financial assistance to persons who find themselves in difficult life situations.

Also, the average cost of living in Moscow in 2017 depends on:

  • student's right to a social scholarship;
  • registration for amendment of living conditions;
  • providing free legal support;
  • calculation of subsidies for housing and communal services.

Please note that Moscow charges the cost of living for subsidies for 2017 not in the fourth, but in the second quarter of 2017. The figure for the first quarter of 2018 will not be clear yet.

The cost of living in Moscow for the 1st quarter of 2019 (current) is established by Decree of the Moscow Government dated June 11, 2019 No. 672-PP.

The cost of living for the main socio-demographic groups of the population was, rubles:

  • per capita - 16957;
  • for the working population - 19351;
  • for children - 14647;
  • For pensioners, the minimum subsistence level is 12,005.

Compared to the 4th quarter of 2018, increased, rub.:

  • per capita +870 (+5.13%);
  • for able-bodied people +975 (+5.04%);
  • for pensioners +581 (+4.84%);
  • for children +900 (+6.14%);

The cost of living is calculated based on 2018.

The cost of living for the 2nd quarter of 2019 in Moscow is expected in the second half of September 2019.

Who belongs to which socio-demographic group?

To calculate the subsistence level of a family, the belonging of each of its members to one of the main socio-demographic groups of the population is determined:

  1. able-bodied citizens - men aged from 16 to 59 years inclusive and women aged from 16 to 54 years inclusive, with the exception of non-working disabled people of groups I and II of this age;
  2. pensioners - men who have reached the age of 60 and women who have reached the age of 55, as well as persons receiving a disability pension;
  3. children aged 0 - 15 years.

Belonging to a socio-demographic group is not affected by the fact of study, work (except for disabled people of groups I and II), or the birth of a child among minors. A disabled child, until the day he turns 16, belongs to the socio-demographic group “children”, and from 16 years to the day he turns 18, he belongs to the “pensioners”.

Recipients of pensions under the age of 55 and 60 years (women and men, respectively), who are not non-working disabled people of groups I and II, belong to the socio-demographic group “able-bodied citizens”, regardless of whether they work or not.

Minimum pension in Moscow

The cost of living for a pensioner in Moscow (for calculating the minimum social pension) for 2019 is set at 12,115.00 rubles, Moscow Law No. 22 of October 31, 2018.

Living wage in Moscow by quarter 2019 - 2020

The cost of living is the cost expression of the consumer basket, determined for each region of Russia and for the Russian Federation as a whole on a quarterly basis. It is established separately in each region (annually).

According to Article 2. 134-FZ, the cost of living in the Russian Federation as a whole
at the federal level intended for:

  • assessing the standard of living of the population of the Russian Federation in the development and implementation of social policy and federal social programs;
  • justification for the minimum wage established at the federal level;
  • determining the amounts of scholarships, benefits and other established at the federal level social payments;
  • formation of the federal budget.

at the regional level, in the constituent entities of the Russian Federation is intended for:

  • assessing the standard of living of the population of the corresponding constituent entity of the Russian Federation when developing and implementation of regional social programs;
  • providing the necessary state social assistance to low-income citizens;
  • formation of budgets of constituent entities of the Russian Federation.

For example, a family (or a citizen living alone), whose average per capita income (whose income) is below the subsistence level established in the relevant constituent entity of the Russian Federation, is considered low-income (poor) and has the right to receive social support. At its core, the subsistence minimum is the minimum cost of the so-called “consumer basket,” which includes food and non-food products.


Which ones are determined by the evaluation commission. Suppose, if you think that visiting a SPA salon is a necessary procedure for carrying out your life activities in the state, believe me, these visits will not be included in the consumer basket in any case. It brings together exclusively those goods and services, the absence of which could affect the health of citizens.

Roughly speaking, in order for a person not to get sick and die, he needs this, this and that. At the same time, even the moral and cultural needs of a person are taken into account. For example, the basket contains an entry to a cinema or some exhibition. True, you will have to visit such establishments once a month if you set a goal to fit your budget into the living wage determined by the state.

Like the cost of living, the consumer basket varies depending on the category of citizens: the working population, pensioners and children. According to our state, pensioners eat the least. It is difficult to say whether this is true or not, but the cost of the consumer basket for them is always calculated lower than for the other two categories of citizens.

From this table it is easy to calculate that, for example, panties alone should last you about 4 months, and fish and other seafood products on your table should be 50 grams per day. These calculations were made for the working population (i.e., for a full-fledged working man), for children and pensioners, of course, these figures will be lower.

Living wage for a pensioner

Pensioners in our country, according to those who compiled the consumer basket for them, consume the least. Therefore, in absolutely every region, the cost of living will be lower than that of children or the working population. On the one hand, there is a rational grain in this, on the other hand, the pensioner is deprived of any income other than a pension, which in turn will directly depend on the cost of living.

In other words, the pension cannot be lower than the pensioner’s subsistence level, but the size of this pension is determined by the subsistence level.


That is, the amount of bread, fish and butter that a pensioner is allocated per month will entirely depend on the consumer basket, because the accrued pension is generally identical to the subsistence minimum.

Living wage per child

A separate column highlights the cost of living required to support a child. However, there is no proper division by age. It is assumed that for younger children preschool age and for a teenager, the parent must meet the minimum amount determined by the state.
