Overcoats were replaced with “winter coats”, and jackets with jackets with patch pockets. Chevrons and stripes appeared on military uniforms, indicating membership in a particular branch of the military or a specific unit. On January 27, 1997, a new decree on military uniforms was issued, but the modifications affected only a narrow group of military personnel: the army generals on their shoulder straps had one large star replaced with four smaller ones.

Eight years later, in May 2005, a new presidential decree was issued. As a result of Vladimir Putin’s initiative, hats “returned” as winter hats for colonels and generals. The blue uniform for the Air Force was replaced by the standard "olive" one. The only possible color for socks and gloves was black.

The innovation of the 2005 decree was that it prohibited the wearing of military uniforms by those who were not military personnel.

May 2007 is a new milestone in the history of military uniform reform. Then a number of statements were made by the Ministry of Defense. First, the head of the department (at that time - Anatoly Serdyukov) took the initiative to modernize the uniform. Then Deputy Defense Minister General Vladimir Isakov told the media that reform was indeed in the department’s plans, and Valentin Yudashkin was named among the developers of the sketches.

When developing the VKBO set, much attention was paid to items of clothing designed to provide comfort during low temperatures. Thus, during the research it turned out that cotton fabrics do not fully satisfy all the requirements, as a result of which they are used only as a material for underwear and summer suits. Other trousers and jackets are made from modern synthetic materials, including insulation. An additional advantage of new materials is their compactness. If necessary, an insulated suit can be rolled up and folded into a compact bag measuring 20x20x20 cm. Old materials did not provide such ease of transportation.


To protect the head and neck, a scarf-bib, a hat-mask (the so-called balaclava) and an insulated hat (earflaps) have been developed. Due to the emergence of new means of communication, the latter has special valves for ease of use of headphones. Despite numerous disputes, the VKBO set does not include foot wraps, traditional for our army. Instead, soldiers and officers are encouraged to use two types of socks, summer and winter.

Hand protection at low temperatures is provided by gloves and mittens. The latter can be fastened to the sleeves and quickly removed and put on. The mittens have a relatively simple design and are intended only to protect hands from frost. Using them when carrying out any work may be associated with certain difficulties. In addition, it is impossible to shoot while wearing mittens. They will have to be removed to use the weapon.

The declared service life of the All-season basic uniform set is 3-5 years. The kit is issued to the serviceman, and after his demobilization it is sanitized, repaired and, if necessary, issued to another recruit. At the same time, all conscripts will receive a new set of underwear. It is stated that the materials used can withstand full use for three years.

Tests and trial operation have clearly shown the advantages of the VKBO kit over the uniforms of older models. However, the new multi-level high-tech form cannot boast of a low price.
